State Health Officer Announces Certificate of Need Decision
November 21, 2005 — On Thursday, November 17, 2005, the Mississippi Department of Health (MDH) announced the issuance of a Certificate of Need (CON) for the following projects:
Tallahatchie General Hospital and Extended Care Facility, Charleston Hospital Renovation Project
Tallahatchie General Hospital and Extended Care Facility requested Certificate of Need (CON) authority to renovate its existing facility. The renovation will take place in the emergency room area, the kitchen, the existing nursing home wing, the acute care area and the maintenance/storage area. Repairs will also be made to the facility's ceiling and floor, as needed. The project will also include the replacement of the hospital's existing roof with a standing-seam metal roof and the addition of a fire protection sprinkler system throughout the facility. The capital expenditure for this CON project is $2,185,757.

Tallahatchie General Hospital and Extended Care Facility Charleston Cost Overrun/Amendment on CON #R-0618 (Establishment/Construction of a 60 Bed Nursing Home Facility)
Tallahatchie General Hospital and Extended Care Facility requested Certificate of Need (CON) authority to amend CON #R-0618 (Establishment/Construction of a 60 Bed Nursing Home Facility). Mississippi State Health Officer Dr. Brian Amy approved CON #R-0618 on July 31, 2003, which gave the facility authority to establish and construct a 60 bed nursing home facility.
A delay in construction occurred because of a change in architectural plans, and the delay caused an increase in construction cost due to inflation. The facility has requested and been granted CON authority for a capital expenditure of $2,997,983 and for the revised architectural plans of the new extended care facility wing consisting of 20,975 square feet.

Mississippi's Certificate of Need process is a fundamental component of the state's health planning and health regulatory activities. In managing the Certificate of Need process, the department seeks to prevent unnecessary duplication of health resources; to provide cost containment; to improve the health of Mississippi residents; and to increase accessibility, acceptability, continuity and quality of health services.
The Mississippi Department of Health has administered the Certificate of Need program since July 1986. During that period, more than 1,300 Certificate of Need applications have been reviewed representing total capital expenditures of approximately $4 billion. The next Certificate of Need monthly meeting will be April 28, 2005, at the Mississippi Department of Health in Jackson.
